The Stabilization Services Director will positively impact the delivery of Solid Ground’s Housing Stabilization, Homelessness Prevention, and Supportive Services programs through strategic leadership, development, and community involvement.
Job Summary
The Stabilization Services Director is responsible for the oversight, leadership, development and direction of operations and delivery of services within the Stabilization Services Department. This currently includes Homelessness Prevention, Rapid Rehousing, Tenant Services, Assessment and Diversion for access to Housing, and support and referral programs. The position will assure consistency between programs and identify opportunities for improved systems and efficiencies; develop appropriate policies and procedures, data tracking and reporting systems to ensure quality service delivery and compliance with all contracts; work to ensure program quality and sustainability by developing, implementing and evaluating program goals and outcome-based objectives in response to community and program needs; strengthen existing programs using data, client feedback and best practices; and establish service models, outcomes, goals and measurements. This position is also responsible for community engagement and exploring new initiatives to further stabilize those living in poverty and/or homelessness. In addition, the Stabilization Services Director is the agency point person to select funders, collaborators, and coalitions and is responsible for implementing strategic growth and initiative planning for all Program services.
Essential Responsibilities, Duties & Tasks
Program Development: Provide leadership, oversight and direction to facilitate operations and delivery of services within the Homelessness services and assistance programs which provide financial client assistance, case management, and other services to program participants. Oversee appropriate policies and procedures, data tracking and reporting systems to ensure quality service and compliance with all contracts and grant requirements. Work to ensure program quality and sustainability by developing, implementing, and evaluating program goals and outcome-based objectives in response to community and program needs and the Strategic Plan. Develop goals and activities to implement strategic planning and direct new program initiatives/strengthen existing services using data, client feedback and best practices. Establish service models, outcomes, goals and measurements. Provide direct supervision and support to the Stabilization Services management team. Utilize existing systems as well as develop new methods for professional development and performance measurement for all department staff. Ensure that all services are provided through a trauma-informed and anti-racism lens. Hold self and staff accountable to Anti-racism principles both internally and externally.
Budgets & Contract Management: Develop and monitor program budgets aligned to contract deliverables to ensure expenses are within budgetary guidelines. Prepare and/or coordinate reports required by funding sources and monitor the data collected to ensure contract compliance. Ensure the availability of adequate funding and employee resources to meet changing needs. Work with Resource Development staff in the procurement of private and public grant proposals and assist with fundraising activities as requested. Promote agency and department goals and increase program visibility through program outreach and public relations efforts. Support agency advocacy efforts, particularly with funders for financial advocacy and with the Legislature regarding housing and homelessness and related issues.
Community Advocacy: Represent Solid Ground and all programs in relevant community forums, coalitions, and planning processes to lead community response to community needs. Serve as liaison and act in an advisory capacity to funders and coalitions at the city, county, and state regional levels.
Strategic Leadership: Attend leadership and policy meetings and participate in agency decision making at this level. Communicate agency policies, procedures, and decisions to Department staff. Advocate for, and communicate issues, problems, and concerns of Department staff to agency management, and where appropriate, Solid Ground Board of Directors. Participate as part of a cross-functional management team, working across the agency to promote collaboration and shared planning of programs and services and implementation of new strategies.
Community Outreach: Promote agency and departmental goals and increase program visibility through outreach, advocacy, and public relations efforts. Provide leadership in identifying regional trends and in aligning program activities to respond to community needs and opportunities. Conduct outreach with community agencies and coordinate services with outside providers as necessary.
