The Housing Assets & Operations Manager is responsible for evaluating the financial health and coordinating plans for the long-term viability of the affordable housing properties for Solid Ground and working closely with Solid Ground’s Planning Development and Operations Department in overseeing other Solid Ground properties. Responsibilities include reviewing annual operating budgets for the limited partnerships and monthly financial operating statements, coordinating reports to investors and regulatory agencies (being the lead for WBARS, WSHFC), and overseeing the performance of the property management agent. Develop and maintain relationships/partnerships within the Magnuson Campus.
Essential Responsibilities, Duties & Tasks
40% Monitors contracts/partners and works closely with entity contracted to do property management on Sand Point properties on leasing, maintenance, emergency planning, inspections, and other items; Reviews and recommends annual Operating budgets for each property: oversee the preparation with the property management company and make recommendations on annual Operating budgets to Owner; Review monthly reports including balance sheets, income statements, rent rolls, and trial balance; participate in quarterly property management/owner budget reviews. Oversee property management’s results, including annual preventative maintenance plans, unit turns, vacancy rates, and communicate with residents and staff on pertinent factors.
30% Monitor of Sand Point and scattered site properties- perform annual financial analysis on properties and portfolio with direction from the PD&O Director and SG Finance Director; Analysis may include but is not limited to, pro forma vs budget tracking, regular budget monitoring, reserve funding/uses, and annual operating cash flows; Analyze decisions pertinent to the operation of properties, including maximum allowable rents, and annual payments to Owner; maintain and update Dashboard for Owner that monitors budget to actuals, income, vacancies, and explanations for variances.
20% Compliance lead on property/portfolio reporting, compliance restrictions and other requests/projects as required. Prepares and/or reviews property reports for SG and external partners including compliance reporting, Investor/lender reporting; prepare and submit performance reports and information as required by investor/lender’s document format; monitor project inspections from investor and funders; work closely with property management to correct any findings;
10% Works closely with PD&O Director and acts on behalf of Director and SG in Director’s absence. Assists PD&O Director with current and future capital projects as directed.
